I experienced this mistake only with units not close to the edges of a map, as the pop up sign shows up in a different way close to the edge.
When I move with the mouse cursor (red arrow) from above on the elite replacement button, the explanation field of the refuel fiel which pops up (see picture) is exactly placed on the spot where the elite replacement button would be. It stays there while the cursor rests on the position.
As this is afrequent movement for a player one automatically clicks. But...
unfortunately a click on the explanation field popping up will mean refuel instead of elite replacement, even if the click with the mouse cursor is exactly on the right position where the elite replacement button would be, which is now hidden beneath the explanation field.
I was angry quite often when I refueled a unit instead of bringing it up to strenght 10 and refuel it at the same time.
Possibilities: You change this situation or I start having no losses or avoid getting experienced troops.
