British air base control

Section 46 of the GS manual lists British airfields (island bases north of Scotland) that are controlled by certain key cities. Glasgow is said to control the airbases at Stornoway and Benbecula, and Aberdeen is said to control the one at Lerwick. I'm currently playing the Axis side and captured Glasgow and Aberdeen several turns ago. The airbase at Benbecula is therefore available for me to base one of my units there. But the airbases at Stornoway and Lerwick are still occupied by Allied air units. Is this a bug? Or is it an error in the manual, i.e. that Stornoway and Lerwick are actually controlled by Scapa Flow (which also controls Kirkwall)? (Note: The airbase on the Isle of Man is correctly available to me once I captured Liverpool.)

Yep, Scapa Flow controls Stornoway and Lerwick.
