No French Armistice offer

just opened my Axis turn in October 1940 - had taken Casablanca, Tunis and was heading to the other ports - as soon as game started it said France had surrendered and Vichy was created - I wasn't offered to the chance to reject the armistice. Am I missing something here or is this a bug. I assume my opponent vacated Paris on his turn to initiate the surrender.

if the French suicide succesfully out of Paris - I think they get the Armistace choice

That wouldn't make sense. I think if they suicide it just forces the issue so that the Germans can't just drag out the process. The intention as I recall, and according to the manual, was that the French could abandon Paris to force the issue after June.
