Rugged Defence

The 'rugged defence' idea is excellent! However, I played a MP game today (The Frozen North) and my opponent's Jagdpanther was completely out of ammo, and yet it was able to defend with a 'rugged defence' bonus. Of course, the attacking unit (an IS-2) was undamaged (because the Jagdpanther had no ammo), and nothing happened.

I would recommend that - at least for a tank unit, where melee attack is hardly an option - the chances of a rugged defence become 0 in the case of no ammo.
