units attributes

I've several fighters, all upgraded at the maximum level, but that have different attributes values.

I found few information about how these attributes are modified.
I've checked the following documents:

CEaW-GS MANUAL-v200.pdf
CEaW-GS STARTER MANUAL-v200.pdf
Commander-EaW Manual.pdf

Am I missing another manual document?,

Some of your fighters are probably in a bad weather hexes and suffer negative modifiers as a result while the other fighters are in fair weather hexes. See CEaW-GS MANUAL-v200.pdf page 133 for example.

Experience will also change some of the attributes (quality and survivability).

Plus your axis minor fighters from finland, hungary and romania will have lower tech anl therefore different attributes.
