Need help with controls on PSP version

There is no manual that I can find that addresses the PSP version.

Things I have problems with.

Can't use transports/move troops across sea.

There is a pull up menu with R button that makes an overlay with a sort of 7 compass point options. Some are red'ed out, some are selectable, I can move around with arrows and highlight them but there is no appreciable change in the game.

I can't use the transportation moves, like train.



Tell me there is a manual somewhere, this is becoming a bit frustrating.

Also, is there any possibility of ever opening up other ports at which to deploy ships? Playing Germany atm and only having one port is a bit frustrating. Does that mean even if I figure out how to put troops on transports I have to take them all to that one port?

Can you capture other ports.
