Victory in Norway

This has happened to me twice now only in the Norway campaign. I take all the objective cities with 12 turns to spare, the game does not end. I take the far Northern city, game still does not end. Last time I took the farthest northern city with 9 turns to spare, game still did not end. The only allied unit left was the sub and it took 3 turns (it evaded once) to kill it with my Stuka. Finally the game ended, but in both cases I was given a minor victory.
I had thought that in another thread that if you took the northern most city regardless before turns ran out you got a decisive victory.
So whats going on here? I can take all the objectives with over 10 turns to spare which should result in a decisive victory, but the game keeps going and you can never seem to get a decisive victory.
