Spain doesn't join Axis?

March 9, 1942. Axis accepted French surrender then proceeded to capture all the North African ports and cities all the way to Casablanca. But, Spain didn't activate as an ally? Axis controls all of France and now all of Africa except Abidjan - what is going on? I can't find anything on this in the manual.

If you accept the French armistice then Spain will remain neutral. If you reject the armistice then you have a chance to get Spain on your side.
