France Scenario + British Units

This is something that has bugged me a little. I played the France scenario on multiplayer as France, and there were British units available to buy, but I was unable to place them anywhere. My opponent reported that he had had the same problem when we played the scenario with him as France only days before.

When do the British units become fully available to buy and place on the map?

Need a British flag on the map to be able to place British units. Same goes for all nationalities. That's how there are Germans with no extra ability to buy Germans in Bersaglieri and the Bear.

I'm sure many an Italian player in B&B wishes there was a German-flagged city or two...

It's possible, because even though you don't start with any, you do have a few German units....

True... although my Axis forces never seem to get a city back once it's lost to the Russian steamroller.

Ah, yes, looking at it now, I notice there were three British units on the map - Cruiser Mk.IV, Engineers, and artillery. Then, they have to retake a city from the Germans in order for there to be a British flag, and hence reinforcements by the Brits? I see - that's really hard, considering they are right up north near the coast, and that is where the bulk of the German line is - Dunkirk, here we come!
