How to conduct paradrop or amphibious operations

I must be thick as a brick because I simply can't manage to conduct either paradrop or amphibious operations for the life of me. I declare war on Norway, for example, with a paradrop capable unit sitting at the tip of Denmark in June of 1940 and yet I can't find anyplace to drop the unit. Same for the corps-loaded transports I have sitting off the Norway coast, there is nowhere to land. What am I missing?

my guess is the weather, it has to be fine for you to do either

para's have to be next to a city or Air unit and have an appropriate efficiency level - 65?

amphibious landings can be made by anyone into empty hex's in fine weather, contested landings only by CORPS early in the war

Thanks, it must have been. I just tried it (again) and this time it worked. Something changed, I just wish I knew what it was. (grin)
