London deply bug ？

During one of the recent game , in the turn of Sept 10th 1941 , Britain is sealioned . London was circled but not conquered . It appeared that Ally could not deploy the new product unit on or around any other cites in Britain but around London , after London fully circled , ally could not deploy any unit in Britain but Canada ! According to the latest change , even if London fall , Ally also could deploy the units in Britain . So is this a bug ?

I thought that it was intentional - like when Paris gets encircled, the french cant deploy units. Its one of the reasons that I encircled London in our game - to stop you building new units in Britain.

If the rule was changed, then the russians could deploy units in any city they owned that had been cut off from their capital. Would you want that in addition to russian partisans drawing supply from cut off cities?

I do not want this happened in Russia . But Britain 's problem seems a little bit different from the Russia's situation . Any way it will be ok for me . Just for your reference if it was a bug .
