My pacifist variant of National Socialism precluded declaring war on the Soviet Union.
If anyone else has pursued delaying war with the USSR as long as possible I would love to hear how things went.
FYI in my game it is Oct 1942 and I sweet-talked Spain into joining the Axis by rolling up French North Africa. I also mostly control the Atlantic thanks to a heavy investment in U-boats & related tech (already level 5) but am paying for my lack of ground troops in that I foolishly hollowed out Finland to protect Poland and am now about to see it sue for peace. I am also trying to turn back a significant incursion into Bulgaria.
Given the vast Red Horde I am facing it is hard to see how the Reich can last another 2+ years even with the 750 oil I have stockpiled.

I would suggest sending 3 INF + Italian TAC to North Africa, if you're gonna get Spain on your side. Once you have Spain, you can take out Portugal pretty easily, and get two more submarine bases, far from British bombers. But it won't take very long before the USA can reach the ports with a TAC in the Azores. To take Gibraltar, send two German TACs down during winter. All in all, Spain is a waste of resources imho.
Barbarossa has to happen either summer of '41 or spring of '42 in my opinion. I'm not a fan of sending significant troops elsewhere in summer of '41. Perhaps a tank and some INFs to Egypt.

The game doesn't reward winning on the Grand Strategic/Moral level of warfare of Colonel John Boyd.
So your better off focusing on Von Clausewitz's COG's: Knockout blows vs Amis/Brits or Russian oil or the russian capitals of Moscow, Omsk.
So the only reason to avoid declaring war on russia in 41 imo is to amphib invade the USA in 41, then push for Ottawa then London to knockout the western allies or to go for mideast oil or for finishing off sealion.
Let's see a screenshot of the "significant push into Bulgaria" in Oct 42. That sounds bad. Real bad.

Just to answer the question of the production line to build 7500 tanks in 1941.
Germany may not have capacity, but the US built 53,500 sherman tanks between 1942 and 1943.
They were limited because of steel going to the navy yards to built all of the ships that the US had.
The US production capacity is limited within the game to achieve play balance for CEAW-GS.
The simulation has to have trade offs. The idea of using oil is probably the most effective way to provide parameters that
the player can base his strategy on to play the game.
