Ground units not maintainig experience at near full strength

I have noticed ground units loosing experience after reinforcement even when they are at strength 8 or 9 for the new strategy mod. Rule 87.1 states that this should not be the case. Will there be a path to fix this?

Units need to be on friendly "core" territory for that. Occupied areas don't count.

e.g. German unit will keep exp. when reinforced on German/Italian/Axis minor core lands.
