I have noticed the AI like to mass produce tank destroyers a little too much. I understand they are cheap defensive units, however they are fairly ineffective.

I would love to see the AI used combined arms, all too often I see a pile of AT guns, or an attack composed solely of T-60s it would be a lot scarier if they brought artillery and infantry.

Also I noticed the AI often times doesn't check the fuel on airplanes and lose their own planes.

I would like to comment on the blanket terrain benefits, I think that Soft and Hard units should get different bonus for the same type of terrain (i.e. A mountain for tanks is a liability, for infantry it is a stronghold)

Mass producing cheap units is something we seen very much in the past. As far as I understand it is a problem when trying to make an honest AI that uses the same rules as the player, regarding prestige points usage, placement etc. I never programmed an AI myself for a game but I assume it is very challenging to do. The game would be a bigger step up from last century if the programmers where able to give the AI a better combined arms punch.

An option to make the AI reaction more reasonable when low on prestige is to limit it to building homeguard/garrison units supported by light artillery and anti-tank guns, maybe in a ratio of 2-1-1. Now it's way to much defend with solely anti-tank guns and attack solely with tank destroyers. If, while attacking, the fighting vehicles are destroyed I imagine you have to send in the infantry on attack, not tank destroyers.

On defense it would fit the game if cities at least have a basic defense even when no unit is in place, or have a least a light infantry unit to defend it, maybe halve strength. I recall from Panzer General 2 that it used strength 5 units in some cases to defend lonely airports etc and it gave a good natural/logical feeling. I t still honors the feel and scope of the game.

I like pupski´s suggestion about strength 5 garrison units. Maybe the AI could be changed so it gets a special defense mode when the player advanced to much (something like "last man standing")? In this mode the AI is recruiting only strength 5 garrison units and paks or AA?!
