Will this be hardcoded i hope not as this would be great for custom scenarios and maps?

I think every unit should be buyable in a scenario or user defined game. Especially ships. Of course there should be an option to deactivate this behavior because of campaigns and special missions. Every unit should have a stat page in the full game with balanced prestige costs and general availability date.
