Allowable troop commanders

In my army list (ECW early royalist) it says that I must have (1) one great/field/troop commander. Then it says I can have (0-3) troop commanders. Does that mean troop commanders are limited to three total or 3 after my first choice of troop over great or field commander? Can I have four troop commanders on the field?

It says you can have 1 C-in-C and 3 Sub-commanders.

So yes, you can have 4 TCs on the field.
