Rail Artillery setup question

I have a core Rail Artillery unit. In the Balkan scenario there seems to be no deployment hex
with rails to place it on. Does this mean that I cannot place the unit on rails now or later in the
scenario? I this unit useless for this scenario except to defend the starting location?

I can understand that some units are not fit for duty in certain situations like when there is no rail.
But I think there was a rail connection to that part of Europe in that time period (just guessing)
so it would be reasonable if it was later able to join the fight.

I like the idea of reinforcements arriving from a border hex when the area there is under control.
It will change the supply routine to much I guess but I'm not a game programmer. It seems nice
thought and gives a realistic touch. But it probably doesn't fit this type of game..
