Norway campaign

Have just finished playing the invasion of Norway as part of the campaign game and I ran across a problem when playing. I had one city left to take and an enemy submarine moved into the port. I had no navy left to get near it and land forces could not attack a submarine, obviously. I tried attacking with my airforce to no avail, they just couldn't hit it. The submarine would not move, therefore I could not take the port and the scenario. Is this a glitch in the system, or was I just immensly unlucky.

did you actually try to move into the port? I think once you move a unit into the city the naval unit will be forced out

yes, I did, but it wouldn't let me, even though I had took the city

I had the same problem. After a lot of turns a Stuka managed to sink the sub which had only 1 life left the hole time, it was a big nuisance.
