Camera tilt

Just a short question, you zoom in with mouse wheel or arrows keys etc, is there a camera tilt so you are at same level as ground, ? thanks

You cannot adjust the tilt while in game. There is a text file setting that can be changed but then you are stuck with that.

You can use shift + 3 to get a ground level close up then press again to revert back.

It's worth noting that while you can move the camera angle, the game isn't designed nor the assets built to be viewed from those angles
