When a unit is selected and we go to the upgrade menu, it would be nice to show the + and - numbers to reflect what the NEW statistics will be when choosing a particular upgrade.
You could also color-code them for green & red.

Yeah, it would basically be a brief historical explanation of the units' improvements and/or abilities. Particulary for new players this would be useful, because it's not instantly clear what the difference between - for example - a Stuka and a BF 110 is, when both are listed as tactical Bombers.Neat idea, but not clear enough how to implement. In your example it works OK, but imaging writing something meaningful for EVERY unit in the game. This sounds more like a good popup for tutorial. For example, when you enter the bomber section in Purchase, we might want to explain this.
