You can pay them anything, any time for anything - only the $100ks payments need to be announced, not the other terms. The only enforceable part of the deal will be the delay before re-raiding if they return to the homeland

I see that the starting Roman armies can have superior cavalry, mediums and lights but not heavy infantry. That may be too much of an opening disadvantage as well as ahistorical. How about allowing a 50% limit on superior heavies in that prestige zone?
In another campaign using ROR armies a 50% superior limit proved very limiting for Romans although in that one it applied to cavalry as well (admittedly the latter were less important in those earlier armies).

OK, but in that case, I'll expand it to a 50% limit on superior HF and MF - I want you to have some reward for hitting 10 prestige - which I expect you'll do early. Final additional rule (I was getting worried about the cumulative effect of attrition on the romans)
Romans fighting in BORDER provinces can choose to receive 4-8 FREE Poor Limitanae (are these a help or a hindrance?). Treveri or Constantinople receive 100 point extra reinforcements - these must include the 8 poor Limitanae!
These troops may refuse to leave their fortified towns and join the field army as the situation deteriorates.....
