A question on leader characteristics

Being a newbie player I am still finding my way around the game, and having taken my first steps into the scenario editor, I noticed the facility to rate leaders from Timid to Aggressive. Looking back through the forums this question was raised in 2009 but never satisfactorily answered. In short, just what difference does it make in rating commanders?

It apparently applies only to AI generals, but I have never seen any evidence that it has any effect, but then again I quit playing against the AI ages ago.

I've worked quite a lot with the scenario editor but this particular charachteristic doesn't really seem to make any difference.
