A Babarossa bug

During one recent pbem , when Axis tried to DOW USSR on Apr 3rd 1941 (winter in eastern Europe ), it appears no surprise loss , all Sovit unit are yellow ! Is this happened because of the change of the Yugo's rule ? But even if the weather is winter or mud , it would not make the USSR has no surprise !

This is not a bug. No country gets surprise loss effects if DoW'ed during bad weather. It has been like that since we added weather a long time ago.

This is one reason why Axis players try to take Belgium in 1939 before the mud. They want to get the surprise effects. If bad weather begins too early they postpone Case Yellow to March 1940 or when fair weather begins again.
