Remove the delay on tool tip mouse over pop ups.
For example, if you mouse over reinforce, you have to wait a second before the details pop up. This is BAD, and annoying in my opinion.
Make it instant: exactly like if you mouse over a unit on the board causing the expanded information panel updates without delay. Just like the miniature Heart, Gas tank, Bullets, Shovel display too. This is GOOD, it facilitates and allows for quicker decision making.
I don't know why anyone wouldn't want the information instantly, but if those people do exist, at least make the pop up delay speed adjustable in the settings menu (0 to 3 seconds or something) to make everyone happy.

What kind of tooltips would you want to appear on the main map? Like... terrain information on mouse over? I can't say I would like that tooltip.
The only one I feel is missing currently is nationality flags attached to the prediction visualization.

I didn't forget about this, and in fact I talked to the developer of HTMLayout library (primary UI library I use) about this. Alas, implementing what you suggest turned out to be much more difficult than it should be for such a simple task, so I put it off for now. We have more urgent features, and the bugs also have more priority. Also useful for the 'supply button' which you yourself have confessed to have had trouble with. (The amount of supply you receive is the same as the amount you will receive from pressing the reinforcement button)
