Effective Range and Maximum Range

I keep looking but can't find a reason there would be both Effective and Maximum Ranges. I don't see where they differ in shooting. If there is some kind of penalty to shot at maximum range please someone tell me where to find this.

At max range you shoot with less dice, it's in the "number of dice" table (I think same row as bow*).

The other difference is in arc of fire (pg82).

It also makes a difference to target Priority (Pg81)
