The Eastern list does not allow more than one ally. The TT book allows no allies with Arab allies, but would allow Huns with Ostrogoths. This seems to be a bug in this list, as the Western feoderate list does allow more than one ally. When you choose more than one ally commander in the Eastern list, the choice gets changed to a Roman commander.

It was a deliberate decision to only allow one ally.
