Not shooting at Broken enemy

This came up in a couple of games, the rules say that broken troops can't be shot as there's no benefit but I found two cases where causing one more base of casualties would take an enemy BG below its autobreak value and effectively remove it from the table. It's odd to have to stand by and let the BG potentially recover, generals move so quickly that they're usually able to quickly shift to broken groups, especially as rallying those groups saves attrition points.

In other cases we have to test _not_ to fight broken troops but here we just stand, maybe it should be that any enemy below their autobreak aren't considered targets?

There is also the problem that as you can't shoot at it, and as it is already broken it can't loose a cohesion level so can't be prevented from rallying.

You cannot rally troops unless outside 6MU so no chance of being shot at if there is potential to rally (except rarely by Hvy artillery who somehow are in range).

We could simply remove a base if in a position to be shot at or in contact in the interbound and take of 1 bas pr BG in contact or shooting. Good solution?

Works for me, removes the "odd" situation (in my view) and keeps it consistent with the close combat rules.
