Can't Conquer the UK.

I am new to CEAW, and have a question: the manual states that the UK has two capitals, and that when the capitals are conquered, the country (in this case, UK), must surrender. Here's my question: I do not see a second capital on the map for the UK (Unlike USSR, which shows Perm as well as Moscow). I have conquered all UK forces in Britain, and occupy all of the cities, but the UK has not surrendered. Is this a defect in the Gold Edition of the game, or am I missing something? Thanks for any help experienced gamers can provide.

Take a look at Canada, the second Capital is there right on th edge of the Map - Ottawa I think
