Are cataphract camels supposed to have 4 movement?

Are cataphract camels supposed to have 4 movement?

Not that I want to nix a favorite unit-type....but.....

I can't see why they would out-sprint normal cataphracts......and at the moment they are a bargain.......only 2 points more than normal cataphracts, and they move faster and disrupt adjacent enemy cavalry.....

They should move the same as other cataphracts. But maybe this is a temporary enhancement to make up for the fact that for a long time they got shot at as armoured instead of heavily armoured and moved like cataphracts anyway.
