Scrolling problem

My mouse jumps around the battlefield ,not a smooth scroll ,although this only
seems to happen on large maps.

Is this a spec issue and if so how can I correct it ?

Check you have the latest drivers for your hardware. I'd be surprised if it is a spec issue, but if it is then the only way to fix it is to upgrade your spec!
