Cover vs. Missiles bug?

I suspect that the game also counts the target as being in cover if the firing unit is in cover....
Either that, or there's a flag somewhere that doesn't unset when MF are in plantations.

Have a look at the game between myself and Triarius (Seljuk Turks vs. Crusaders; Turn 11).
The line of Ghilman in the woods have a 15% chance of hitting, while those outside the plantation has 30%, yet both are Steady, and both at 97% strength
Somewhere an attack-die went missing.
Unless of course I'm missing a rule somewhere.

to summarize: only two attacks allowed for missile mediums if in cover terrain.
