Medium archers-only two attacks if steady?

Just found that a BG of medium archers, no losses, steady, in a plantation AND steep hill hex has only two ranged attacks instead of the normal three. Could expect to have the standard three attacks due to steady status.

Is it a bug or I'm missing something?

The third attack represents the rear rank of archers shooting. Overhead shooting is not possible in plantation and forests. Hence two attacks. You would also lose a third attack for being disordered (which means losing 1 attack per 3) by the steep hill but I'm not sure that is properly implemented. So either way, only two attacks.
