Do you (oh wise experienced generals out there) wait until British manpower comes up out of the yellow to build a fighter or such? Or does this matter? If I do build when manpower is below 75%, when it goes back up to 75 I gain back the lost quality, yes?

And if I build when it is still below 75%, does that take it longer to reach the 75% mark then?

I almost always wait; I prefer to get British research up and running as quickly as possible. The only situation I'll build units before the 75% mark is if my opponent is in Paris very early (say February), and I need more corps to defend Sealion.

I wait with both USA and UK getting above 75% before building. If not you're stuck with -1 quality that will not be regained once you get above 75% manpower.

The only way to get the lost quality back is when you're repairing losses where the replacements have above 75% manpower. The unit will store the average value and once it's above 75% you get the quality back.

This can take a long time so you better wait.

The reverse is also true. If you repair units while manpower is below 75% you might have a healthy unit lose quality and survivability. This is why it's so important for Germany to try to stay above the manpower thresholds
