Caroline Imperial Allies

Not sure if this belongs here or in the Rules questions but lets see.

The Caroline Imperialist allies have a vary large number of compulsory troops. This leads to the ally command being very expensive. For example take the Papal Italian States list. It can have such an ally in 1521-2. As it is the Papacy I presume it is not Germany or Flanders so the cheapest ally you can take costs 141 points, and this by only taking the cheapest item in every choice. By taking the same minimum numbers of troops but taking the best of each it works out at 226 points. This seems a very restrictive set of minima.

Nobody is forced to take an Imperialist ally.
