Bug: can't move units into minor capital after surrender

I noticed in my PBEM game with Joerock, when I conqured Prussia and it be came a vassle; I could no longer move ground units into Korngsberg, the Prussian minor capital. I could waggon in units but it would not allow me to move ground units into the city hex.

Me too, it's odd. Even after installing the patch this still happens. However I haven't tried a brand new game yet - I downloaded the patch halfway through a game.

I noticed this, too, with Vienna. I conquered Vienna, with lots of units surrounding it. Then I got the message that Austria capitulated to France, and the Austrian territories became mine - with a notable exception. Though Vienna was now French, all hexes immediately surrounding it were now Austrian, my units had all been moved outside this ring, and I couldn't even wagon units into vienna. Austria also kept a garrison of one unit of line infantry in their ring of influence outside Vienna. I thought, "that's odd, but maybe it's supposed to do that?" But when Saxony surrendered to me later on, there was no repeat of this sort of thing.

So I noticed, upon actually reading the manual
