Strategic movement feature...or bug?

I´m playing a PBEM game as the Axis and have reached the Urals. I can rail units into cities but I can't rail them back out. Is this a feature or a bug?

Hi,

"Yes - Can rail into or adjacent to cities. Cannot rail out of." states the manual for supply level 3 in the supply range chart. Sounds like a feature
