How many pike allowed in a WotR Yorkist?

Hi

In the WotR English list the notes for the Yorkist version state
"Yorkist armies can not include ......, nor more than the minimum sized battle group of pikemen."

Does this mean that a Yorkist army can only include a maximum of 4 bases of pike,
OR does this mean that a Yorkist army can include up to the maximum of 16 bases of pike but they must be fielded in battle groups of 4 bases?

I believe it is just the 4 bases of pike Peter.

If you want more you need to go with the Yorkist Pretender.

Matter of opinion - I think the pike make it a worse army.
