Can you shift to avoid friends during this???

Nope, you can only shift during an advance.

This was I am pretty sure discussed some time ago in connection with turn and wheel. The official reply was that you only get to shift if the move you are doing comes from the advances section.

But an expansion and move is an expansion followed by a simple advance. So the expansion cannot shift, but once expanded, can't the unit shift to avoid friends during the advance?

No, an expansion is an expansion. Just like a turn is a turn.

And advance is a move restricted by the advances section of the movement chart.
