What does the +4 mean next to the points per base for the Swedish Brigades?

Does it mean that you add 4 points per base, or is it 4 points per Brigade or what?

Otherwise the whole thing looks pretty impressive! Already looked (and cringed) at my old metal and making mental lists of what I need to buy.....
