When I load a hotseat game for the 1943 scenario (GS 1.06) I see that the Germans are producing 201 PPs per turn and have % War Effort of 140. I am playing Axis in a PBEM game where in the same turn (70) I was getting 182 PP per turn (% war effort 136), and I have not been able to understand the reason for the difference of 19 PPs. Here are some details: Vichy France has not been activated, which explains 9 PPs of the deficit. Otherwise I hold everything the Axis held in the 1943 scenario except Kerch (1 PP), and I also hold Archangel (2), Leningrad (6), Moscow (10), Kalinin (1), Kursk (1), Rostov (2), Voronezh (1), for a net difference of 22 in captured PPs. Now I realize that the captured PPs get halved netting me only 11 extra. Still, I should be 2 ahead based on territory. None of my PP sources have any damage (my opponent has done no strategic bombing, and none of my cities were recently captured and have any damage from that). The difference in % War effort of 4 accounts for some of the difference, but couldn't be more than about 7 or 8. (I am not sure of what base this is applied to is--I read somewhere that it only affects PPs from the home country). So I am left with a difference of about 10 PP per turn that I cannot explain. I have a similar discrepancy with Italian PPs. So my question is--what could account for the difference? Is there a difference in how the scenario production is calculated? I know this question may be difficult to answer, and it depends on whether the information I have provided is accurate, so I wish to thank in advance anyone who tries. THANKS!
