Tech Levels for New Units

Hi,

When are the tech levels determined for new units you purchase?
At the moment you purchase the unit and it's placed into the production queue?
At the moment the unit is finished?
At the moment the unit is deployed?

I think it's the first case, but can anyone confirm this.
