Can only attack a resource hex with an air unit once

I noticed that if the Axis places an air unit on a resource hex (a fighter in Ploesti in this case) I can only attack the resource hex once with strategic bombers. My understanding is that you can only attack an air unit once. However, since the strats are attacking the resource it seems like this should not apply and I should be able to attack it twice. What was intended? I am playing GS 1.06.
