Commander movement

Commander movement could do with some rationalisation.

For normal moves the commander moving alone moves as LH.

When moving from not in front rank to fighting in front rank, or when combat is over and
he moves out of the front rank, then he teleports.

When he dies in combat, all friends within 3 MU of that BG test cohesion, so in that case he is
delocalised throughout the BG, rather than in a specific position.

When moving with LF (or a MF colmn) in bad terrain, he moves faster than when
moving alone - that doesn't make any sense. By the way does a commander on
his own get the +1 MU for being in column ?
