Restricted Area
A discussion occured on another table at the club. I believe this has come up before.
You start in a restricted area and want to wheel to line up.
Side A said you can wheel as much as you want to up to parallel. IE if you start off 30 degrees from parallel can you wheel to say 10 degrees from parallel and halt assuming you have movement remainining.
Side B says the rules say if you move to become parallel you must move all the way you are capable of.
The language is something like "Wheel towards that enemy battle group until its front is parallel to the enemy front, or wheel as far as it can towards such a position"

Is there a question in there Dan or are you making an observation?
If your question is, "if you are pinned and you wheel towards the enemy, do you have to go as far as possible to get to parallel to the enemy or can you stop short even if you have movement remaining?"
We have played that if you are pinned and you wheel towards the enemy you must use all of your movement to come to parallel. You can only stop short if you don't have enough movement.
