I’ve seen this often , my opponent moves up a unit ether infantry, armor, truck, halftrack doesn’t matter . Does his “shot ‘n scoot “ and pulls back out of my units LOS but yet I can still track and see his unit even after the replay is finished and turned over to me ?

Units which fire are flagged as visible until the beginning of their next turn (IIRC). So, unless I misunderstand you, it's by design.
