Rules consistancy (4.04)

Played a game yesterday against some new fellows - alway an eye opener.

One thing - not really major.

The troop quality re-roll. Could there be some consistancy in the rules on whether its mentioned or not? The glossary defines when to re-roll. But in the rules there is combination of use & exception of use, and no mention at all. This caused a bit of 'look up' last night
