Not really - the patch will just ensuire you have all the files and it is not an issue with updater. If it worked before it seems unlikely there is a serious compatability issue with your machine so this is hopefully all it is.

How is this patch coming? You've already launched 1.3.1 and some of us can't play at all yet because of problems with 1.3...

We had to get 1.3.1 done before we could do the patch. It's the next thing on the list if all is good with 1.3.1. It is going to take a few more days to sort out unfortunately

FYI, I tried reverting back to 1.2.8 again, and then updated to 1.2.9, and then 1.3 and 1.3.1 at the same time, and it seems to have worked.
