For the Germans early on (while they have oil), TACs and FTRs are very important. Later, FTRs and INF and more important IMHO. For the allies, all air is important.

If you mean that the tactical bomber is the only unit that can make damage on the enemy units even in bad weather, let´s say that the tactical bomber is the unit that allies have to produce in large quantity. As schwerpunkt have pointed, the germans cannot afford much to use the tacs on late game because of the lack of oil.

    Seems like no ground offensive can succeed without lots and lots of TAC. In particular, taking cities and fortresses is close to impossible.

    Fighters are important too, but only because of the TACs. That is, if you have TACs but know FTRs and the other guy and FTRs, they will shred your TACs. So you need fighters to neutralize his fighters. So that the TACs can bomb.

    Correct on both points. In and of itself no one type of unit is the "best" unit in the game. The proper mix of every type of unit is what wins games. Some units are good at softening up the target, others at causing more damage, while yet others for hitting the death blow. While it's a simple theorem, finding the mix that works best (if only for you) can take a long time to discover. You just have to try & try until it clicks in your head.
