Manpower penalties

I hardly understand what exactly 1 quality and 1 survivability means, and how sensible this penalties are. Manpower deffinetely an issue, when playing axis at least (sometimes allies aswell). So shall this "don't get below 75%" be considered as a reason to limit german troop building, or it should be just treated like inavoidable? For example, I can't build enough german corps units, to make 2 lines defence positions in Russia in 1942-1943 , so i preffer to build few mechs and fighters instead of inf, but i feel like, this few good units will not save me from massive Russian attack. Main thing I deffinetely dislike in this penalties is that they affect whole army. So building INF I will make my fighters , bombers, navy armour and other valueable, while not manpower-consuming units weaker (?), not only new ones, but even old, after repair. So, how bad this penalties are?

Quality affects effectiveness. The higher a unit's quality, the higher its effectiveness. Also, the unit loses less effectiveness from movement and attacks and what it loses it regains more quickly.

Survivability affects step losses. The higher your survivability, the fewer steps you are likely to lose when attacked.

Pretty sure that's right.

Well, I got the idea from manual, I am rather asking, is -1 each big or small penaltie, how much it will affect unit's performance.

Actually, I would like to know this too.

I have generally played trying to avoid building or reinforcing units when manpower is yellow. I gather from the AARs that against a good player, that is impossible.

With the Axis, it seems to me that you need to basically throw caution to the winds on manpower and use it all. Ignore the penalties – they are partly compensated by improves in technology, in any case. If the Axis aren't close to 25% by the end of the war, you haven't been fighting.

With the Allies, you can afford to be a little more careful.
