Baggage Commando's

Is anything being done to keep baggage trains, camp followers, etc from becoming aggressive combatants? Many times these units move out from relative safety and attack opposing units. Of course this only happens when playing against the AI....

Poor troops who are a horde are still a combat unit even if they look like a wagon and can still fight. You will see lots of them in the slave armies, women and children. They are not really good front line troops but get enough numbers and they can be a real pain and even win against HF. Hordes like to swarm, no matter what their icons look like
